Department of Justice to set new rules for court-appointed police department watchdogs

(NBC News) U.S. Attorney General Merrick Garland has announced changes to the rules for court-appointed watchdogs assigned to oversee the reform of some police departments, saying the program put in place following lawsuits against departments is causing some concern among law enforcement officers.
